Traffic Delays in the Weeks Ahead:
- Monterey and Cochrane Road Intersection – Improvements are being made to the northeast corner of the Monterey and Cochrane intersection. Expect delays. Traffic controls will be in place 24 hours a day/7 days a week. Project has commenced and is expected to continue for three weeks.
- Community Garden: Work is nearly complete on the New Community Garden at the virtual intersection of Railroad Ave. and Butterfield Blvd. This new site will have more room for gardening, composting, parking, and storage. The Grand Opening is being rescheduled due to the Shelter in Place order.
- Centennial Recreation Center (CRC) Expansion Project: Construction on the CRC Expansion project has resumed. The anticipated completion date is October 2020. This expansion will include the addition of a second group exercise studio and additional parking spaces on the East side of the facility. - Morgan Hill Library Addition Project – Construction on the Morgan Hill Library Addition project has resumed. The anticipated completion date is late August 2020. This project will include an addition of approximately 2,500 square feet of space. The construction hours for this project will be 7:00 a.m. to 5:00 p.m., Monday through Friday.
- Veneto Project: Traffic signal relocation work will continue at the intersection of East Dunne Avenue and Condit Road. Contractor will also be grinding and paving Condit Road from East Dunne to Old Vine Lane. Traffic controls will be in place.
- Evergreen Village Project: This development project is a new 20.43 acre commercial and retail center located at the southeast corner of Butterfield Boulevard and Cochrane Road. Contractor continues to work on widening Cochrane Road and sidewalk and water main tie-ins. Work also includes the installation of a new signal at Woodview Circle and Cochrane Road, and on some water abandonments along Jarvis Drive. Curb installation will occur in the center median on Cochrane between Sutter and Woodview Circle.
- Sunsweet Development: The Sunsweet project is located on a 1.63-acre parcel on the southeast corner of the intersection of Depot St. and East Third St. The project is primarily four stories and consists of 83 apartments and 8,051 square feet of ground floor commercial space. The project is utilizing 83 of the 500 residential building allotments that were set aside for use in the downtown by the voters on May 19, 2009 (Measure A). Parking for the project will be provided below grade. Construction is underway.
- Boys Ranch and Jackson Well Rehabilitation Project: Project awarded to Conco-West, Inc. for $1.28 million dollars. Construction of the two wells are complete. The City is preparing the request to the State Water Board to bring the Boys Ranch Well #2A online. The Jackson well #3 will require the installation of a chlorine contact tank before it can be put online. The request was made by the Water Board. A design is in process and the project will be bid as soon as possible.
- Hale Avenue Extension Project: City Council certified the Final Environmental Impact Report (FEIR) and adopted the Hale Avenue Plan Line on August 23, 2017. The Hale Avenue Extension Project design is currently being finalized and the right of way has been secured for the project. Environmental permits have been secured for the project. Construction is largely funded by VTA’s Measure B Program. The City, County and VTA are currently working out the funding details. Construction may commence as early as August 2020. - Monterey Sewer Trunk Line to Gilroy Project: The project proposes to construct a new parallel sewer trunk line from the Harding/Highland intersection to Renz Road in Gilroy. Design plans have been reviewed by the stakeholders. The City presented the sewer alignment to the City of Gilroy on Monday, April 29, 2019, and the alignment was approved. The design will now be elevated to a 90% completion level and is expected to be complete in December 2020. Construction of the parallel sewer trunk is currently not funded.
- Main Avenue Bike Lane and Sidewalk Project: The project will install bike lanes and green pavement markings on Main Avenue between Butterfield and Condit. 300 linear feet of road widening will also be required along with the acquisition of some right of way. The design is complete and the project is currently out to bid. A TFCA grant of $65,100 was received for this project from the Bay Area Air Quality Management District (BAAQMD) managed by the Santa Clara Valley Transportation Authority (VTA). Anticipated construction commencement in July 2020.
-Madrone Channel Trail Improvements: The City received a $120,000 grant from the Santa Clara Valley Water District and a $218,000 grant from the Metropolitan Transportation Commission (MTC) to improve the trail between Main Avenue and Cochrane Road. Improvements will include the paving of the existing trail into a biking and pedestrian path, benches, interpretative signs and dog waste stations. Phase I runs from Cochrane Road to Main Avenue. The Phase I construction contract was awarded to Terramark General Engineering Construction at the March 4, 2020 City Council Meeting. City staff is now obtaining permits from Valley Water.

-CRC Slide Structure and Pool Deck Projects – Completion of this project is necessary for ongoing structural integrity and safety.
During the Santa Clara County shelter in place directive, in order to minimize the inadvertent spread of COVID-19, only the following maintenance activities, deemed as essential services, will occur on a priority basis:
PARKS & CITY BUILDING GROUNDS
City owned and maintained parks, buildings and grounds are closed, with the play structures cordoned off with caution tape and all enclosed areas locked. However, limited resources do not allow for strict enforcement of the parks’ closures. Due to this, the minimum services that are provided for these areas are:
- Trash Collection
- Restroom Cleaning (2X/day)
- Emergency calls
- Restroom plumbing or lighting issues
- Safety Issues
- Tripping hazards
- Holes in decomposed granite pathways
- Trees or dangerous overhead hazards
- Faulty irrigation or leaks
- Weed abatement near wooden or other flammable barriers
- No abatement for aesthetics
- Rodent Control
- Biweekly turf cutting and edging
NOTE: Privately owned parks, owned and maintained by private entities, such as Home Owners Associations (“HOAs”), are privately maintained and are the sole responsibility of the HOA, Property Manager, or responsible delegate of the owner/operator.

- Potholes and small asphalt repairs deemed as safety concerns to motorists, vehicles, pedestrians or property
- Sidewalk trip hazards
- Emergency response, repairs and clean-up related to vehicle accidents

- Loose manholes, valve covers, etc.
- Road markings
- Refreshing of existing road markings
- Right of way (ROW) weed abatement related to fire prevention or vehicle/pedestrian visibility
- No abatement for aesthetics
- Street light repairs/replacements
- Street tree maintenance on emergency basis
- Safety related issues
- Clearance trimming for emergency vehicles
- Storm drain repairs and service
- Scheduled street sweeping (Contracted Service)
- Emergency street sweeping (City Crew)
- Infrastructure visibility
- Replace damaged, faded or missing street signs
- Median island painting and reflectors
- Dead end and property barriers repair, painting, and reflector replacements
- Visibility Weed/Vegetation Abatement
- Open space fire weed abatement performed via contract services
