-Downtown Parking Garage Elevator Out of Service

The Downtown Parking Garage Elevator is currently out of service. Repair parts have been ordered, and it is anticipated that the elevator will be out of service for two to three weeks. We apologize for the inconvenience.

Traffic Delays in the Weeks Ahead:

-2021 Pavement Rehabilitation Project

The 2021 Pavement Rehabilitation Project began on July 19th.  The Contractor will be raising manholes and valves at Tennant Avenue. This will be followed by striping. Work will be completed in the next month.

-Temporary Closure of Sections of Mission View Drive and Eagle View Drive

The City has elected to temporarily close sections of Mission View Drive and Eagle View Drive to aid in the prevention and enforcement of unsafe use of the streets in this area. Roadway closures began in February 2021. For additional information visit: 

-Pedestrian Safety Improvements along Wright Avenue at Del Monte Avenue

The City is currently installing pedestrian safety improvements including enhanced pedestrian activated crosswalk lighting and sidewalk bulb outs across Wright Avenue at Del Monte Avenue.  Road work and the bulb outs have been completed. Restriping will occur with the Pavement Rehabilitation Project in the coming weeks. Installation of the lighting is anticipated in September.

-Downtown Public Spaces

The City of Morgan Hill is working with local businesses in the Downtown to allow business uses, such as restaurants, to expand onto sidewalks, parking spaces and other public spaces. There may be limited traffic control devices and construction work occurring on Monterey Road and adjacent side streets in the Downtown. For information contact Chris Ghione at

Major Projects:

- Hale Avenue Extension Project (Phase I)

  • Bids were opened on October 29, 2020, and the apparent low bidder was DeSilva Gates Construction at $14.1M. City Council awarded the construction contract at the November 18, 2020 meeting.  Construction is largely funded by VTA’s Measure B Program ($16.5M). The funding for the project was approved at the June 17, 2020 City Council Meeting. City Council certified the Final Environmental Impact Report (FEIR) and adopted the Hale Avenue Plan Line on August 23, 2017.

  • The project will be constructed in two Phases.  This will allow the Valley Water’s Llagas Creek Flood Control project to install underground improvements first. The first phase (Awarded to DeSilva Gates) will construct Hale Avenue between the Spring/Dewitt intersection to Warren Avenue.  The second phase will construct Hale Avenue between Warren Avenue and 300 feet north of the Main/Hale intersection as soon as the Flood Control project improvements are complete. Commencement of construction (Phase I) started on April 5, 2021.  Grades have been revised in order to minimize soil off-haul and disposal costs. Roadway rough grading both North and South of Dunne are complete. Storm drain and water utilities are installed south of Dunne. Street light conduits are currently being installed south of Dunne.  Utilities north of Dunne will commence next week. Most of the heavy truck traffic is complete. Preparing site for sound wall layout. Saturday work is possible in order to make up time or perform unanticipated extra work.

-Butterfield Linear Park Extension Project

Phase 2 will continue through mid-September 2021. This phase includes work between Tennant Avenue and Barret Avenue and includes demolition of the existing curb and gutter, asphalt concrete paving, relocation of curb and gutter, relocation of light pole and traffic light poles, irrigation, backfill, grading and paving of the trail, installing trees, and clean up. 

Phase 3 began on June 21, 2021 and will continue through the end of September 2021. This phase includes work between Barret Avenue and San Pedro Avenue and includes demolition of the existing curb and gutter, asphalt concrete paving, relocation of curb and gutter, relocation of light pole and traffic light poles, irrigation, backfill, grading and paving of the trail, installing trees, and clean up.

-Britton Middle School Safety Enhancement Project

The Britton Middle School Pedestrian Enhancement Project will improve pedestrian access and safety in the area surrounding Britton Middle School. The proposed improvements will include increased lighting, the undergrounding of overhead utilities along the west side of Monterey Road fronting the school, new sidewalk improvements along the school frontage on Central Avenue and driveway modifications to both school driveways on Central Avenue to improve pedestrian safety at these locations for both students and residents in the area.  The project is underway and is scheduled to be completed by October 2021. 

-Pop-Up Putt-Putt Mini Golf Course

The City maintenance team has installed a temporary putt-putt mini golf course in downtown Morgan Hill just south of the Wells Fargo Bank Building on Monterey Road at Main Avenue.  The course offers fun for the whole family and is centrally located in downtown for easy access to food and entertainment.  The anticipated last day of operation is Saturday, September 25th.To purchase tickets, and for current days and hours of operation please visit the City website at

-East Fifth Street Sewer Project
 The City of Morgan Hill is planning the replacement and upgrade of a sewer main on East Fifth Street between Monterey Road and Depot Street. Once the sewer replacement is completed, the street will also be repaved. Pacific Underground Construction was awarded the contract in the amount of $1,226,730 at the June 23, 2021 City Council meeting. This work is tentatively scheduled to begin in September of 2021. -Llagas Creek Flood Protection Project

SUMMARY: This project is being managed and implemented by Valley Water (formerly known as the “Santa Clara Valley Water District”) to provide flood protection to the Morgan Hill community in partnership with the U.S. Army Corps of Engineers (USACE) and the State of California to plan, design, and construct improvements along 13.9 miles of channel. The federally authorized preferred project protects the urban area of Morgan Hill from a 1% (or 100-year) flood and reduces the frequency of flooding in surrounding areas. Construction includes channel modifications and replacement of road crossings. 

Phase 1 of the Upper Llagas Creek Flood Protection Project began construction in September 2019 and is progressing ahead of schedule. Phase 1 Project work completed to date includes completion of approximately 95% of the channel excavation, construction of the on-site compensatory mitigation, Lake Silveira wetlands, Masten Avenue Bridge concrete underpinning, Monterey Road Bridge concrete lining, installation of rock slope protection, storm drain outfall modifications, removal of concrete rubble, debris and legacy trash, and destruction of monitoring wells, installation of bat boxes and temporary and permanent fencing, removal of 12.5 acres of invasive blackberry at Lake Silveira, and excavation to restore 2,000 linear feet of Llagas Creek from Lake Silveira towards Monterey Highway. At Watsonville Road, the contractor, Graniterock, has begun excavating under the box culvert at the storm channel. Please drive through the area with caution.

Phase 2A: (portion of Reach 8) Construct approximately 2,300 linear feet of a horseshoe-shaped underground tunnel 14-foot x 10 foot and approximately 1,600 linear feet of 10 ft x 9 ft twin Reinforced Concrete Box Culverts (RCBs) upstream and downstream of the proposed tunnel to carry high water flows in Morgan Hill. Low flows will remain within the existing creek that winds through downtown Morgan Hill in Reach 8. Construction is expected to take 2.5 years and will include traffic control, detours, utility coordination and relocation, and public outreach. Bids for Phase 2A were received on March 24th. The construction contract was awarded to Flatiron West, Inc. for $44 million dollars. Construction began Summer 2021. Flatiron and PG & E will be working on undergrounding overhead electric lines at the Hale/Main intersection. Other undergrounding work will include Warren and Nob Hill Avenues.

-Madrone Channel Trail Project

Phase 1 improvements to the Madrone Channel Trail have been completed. This is the first of a two-phase project to provide a paved trail along Valley Water’s Madrone Water Channel. This trail runs along the east side of Highway 101 for approximately 2.9 miles. The first phase is approximately 1.1 miles and includes a 6-foot-wide paved trail between Cochrane Avenue and Main Avenue. -Magical Bridge Playground in Community Park

Construction on the Magical Bridge Playground in Community Park is nearing completion. A portion of the Community Park trail and parking lot will remain closed due to the construction. The contractor has installed fencing around the project site and storage area. Anticipated completion is late Summer 2021. For project updates and announcements, please visit

-Third Street Creek Park

Half of the park will be closed until further notice due to review of the health of the large oak tree within the park. Access to the park from Second Street is not available.  For more information contact Chris Ghione at

- Monterey and Cochrane Road Intersection

Final punch list items being completed.

-Evergreen Village Project

This development project is a new 20.43 acre commercial and retail center located at the southeast corner of Butterfield Boulevard and Cochrane Road. 

- Monterey Sewer Trunk Line to Gilroy Project

The project proposes to construct a new parallel sewer trunk line from the Harding/Highland intersection to Renz Road in Gilroy. Design plans have been reviewed by the stakeholders. The City presented the sewer alignment to the City of Gilroy on Monday, April 29, 2019, and the alignment was approved. The design is 65% completed with final design expected to be complete in late-2021. Construction of the parallel sewer trunk is currently not funded.

Maintenance Activities:

-2021 Sidewalk Repair Project

The City will be replacing sidewalks in various areas throughout the City. All these locations have already been marked for repair. In some locations the replacement of the sidewalk may require a tree to be removed. We expect this work to take several weeks to complete. -Guardrail Repair

Guardrail repair on Butterfield and Fisher Avenue; Watsonville and Monterey and Monterey at Tilton.

-Pre-Storm Inspections

Pre-storm inspections and clearing of storm drains, drainage channels, culverts and pipes throughout the city in preparation for upcoming winter storms.

-Tree Work on Llagas Road

Tree work scheduled on Llagas Road, which will include a lane closure on Wednesday morning.

Park maintenance will be focusing on Diana Park to clear weeds and add mulch
